California Office of Emergency Services (CalOES)

Human Trafficking Victim Assistance (HV) Program

The purpose of the HV Program administered by California Office of Emergency Services is to help human trafficking victims recover from the trauma they experienced and assist with reintegration into society through the provision of comprehensive safety and supportive services using a trauma-informed, victim-centered approach. Currently there are 21 grantees throughout California. To be eligible to receive funding an organization must establish that they have the capacity to serve adult and minor victims of all forms of human trafficking (sex and labor).

Legal Assistance (XL) Program

The purpose of the XL Program administered by California Office of Emergency Services is to increase the availability of holistic civil and criminal legal assistance needed to effectively aid adult and youth victims of crime who are seeking relief in legal matters relating to that crime at no cost to the victim. Funds may not be used to provide criminal defense services.

Human Trafficking Advocacy (HA) Program

The purpose of the HA Program is to provide funding to Victim/Witness Assistance Centers with a demonstrated history of providing services to victims of human trafficking. This program is for projects that provide services to human trafficking victims, but need additional staff and support to identify and provide comprehensive services.

Victim Legal Assistance (KL) Program

The purpose of the KL Program is to increase the availability of holistic civil and criminal legal assistance needed to effectively aid adult and youth victims of crime who are seeking relief in legal matters relating to that crime at no cost to the victim. Funds may not be used to provide criminal defense services.

Homeless Youth & Exploitation (HX) Program

The HX Program is a comprehensive program to help homeless youth exit street life. Services provided under the HX Program include: access to food; shelter/housing; counseling; outreach services; screening/providing for basic health needs; linkage to other services offered by public and private agencies; long-term stabilization planning; and follow-up services. In addition, the Program provides specialized services for youth experiencing sexual exploitation.

California Department of Social Services (CDSS)

Commercially Sexually Exploited Children (CSEC Program)

The California Department of Social Services (CDSS) Child Trafficking Response Unit (CTRU) administers the Senate Bill 855 voluntary (opt-in) Commercially Sexually Exploited Children (CSEC) Program and provides support to child welfare and probation agencies in all 58 counties in California to meet federal and state requirements to screen and assess the needs of children at-risk or victims of CSEC and is making efforts to address the intersection with child labor trafficking.

The Trafficking & Crime Victims Assistance Program (TCVAP)

The Trafficking and Crime Victims Assistance Program (TCVAP) provides eligible non-citizen victims of human trafficking, domestic violence and other serious crimes services such as cash assistance, food benefits, employment and social services. The TCVAP is a state-funded program and is administered by the Refugee Programs Bureau (RPB). RPB provides services to counties and stakeholders throughout California to administer the TCVAP.
