A Statewide Gathering to Prevent & Address Child Trafficking
PACT Convenings provide a once-a-year opportunity for Network Members from across California to join for in-person learning.
This year’s theme, REIGNITE, is an invitation to renew our shared purpose, deepen meaningful connections, and unlock what’s possible through the power of community.
Over the course of three days we'll shape a shared path forward to prevent and respond to child trafficking.

PACT’s network of Child Welfare agencies, partners and lived experts is dedicated to collaboration – we have a vision to transform California’s response to child trafficking through a multi-disciplinary & trauma informed lens, guided by lived expertise.
Our platform facilitates coordination across California’s local child trafficking response programs and acts as a peer forum for resource sharing and training among members, to improve services to youth at risk of or experiencing trafficking.
This event is designed for local Child Welfare Trafficking Response Coordinators, PACT Regional Cohort Members and collaborative partners who are leading local child trafficking response efforts.
While this is not a conference for the general community, it is intended to foster connection, networking, and relationship-building across the PACT network. We encourage you to attend and invite key partners you believe should be part of this important conversation.
We aim to keep our costs low to ensure participation across the network. Early Bird Registration is $275 pp. (actual costs range from $650-800 pp.) and ends August 1st. General Registration after August 1st is $350. Your registration fee includes three days of learning, meals (breakfast & lunch) on September 17th & 18th, a ticket to our Member Network Reception (appetizers & no-host bar), conference supplies, a constant supply of snacks and coffee & our famous PACT Self-Care Welcome bag.
Registration Closes September 2nd, 2025.
Attendees are responsible for coordinating their own travel and booking lodging. CDSS has confirmed that counties may bill expenses as an approved SB 855 allocation cost. Group rates for lodging at the Hilton Sacramento Arden-Arcade are available.
On-site self-parking is at no-cost for registered conference attendees.
Registration will open at 11:30 AM on September 16th. Opening remarks will begin at 1:00 PM. An optional PACT Networking Reception will take place on September 17th 5:00pm - 6:00pm at the Venue Courtyard. We will close with an afternoon plenary on September 18th to end by 4:00pm. Schedule subject to change, specific agenda details to follow.
Registration fees should not limit county child trafficking response programs from sending at minimum one representative to the event. If this is the case, the PACT County Point of Contact (typically the Child Trafficking Response or CSEC Coordinator) can submit a Convening Registration Fee Waiver HERE
The Hilton Arden-West Sacramento, is conveniently located off I-80 and just a short drive to Sacramento International Airport. The location helps guests make the most of their time in Sacramento, offering easy access to all of the city's major attractions. Guests at our hotel are within walking distance of Cal Expo and Arden Fair Mall and are only a five-minute drive from downtown Sacramento, historic Old Sacramento and the California State Capitol. Relax and rejuvenate in style with the hotel's extensive business and leisure facilities. Amenities include on site dining, a fitness center, and outdoor pool. On-site self-parking is at no-cost for registered conference attendees, who are staying at the hotel.
PACT Convenings are a chance to pause from our day-to-day marathon and reconnect with colleagues from across California. We invite you to be fully present—bringing your passion, knowledge, and expertise to help fuel a time of creative exchange and visioning.
There are also many ways to engage beyond attending! If you’re interested in helping as a greeter, table or discussion leader, breakout facilitator—or have other ideas—let us know. We’d love to co-create this experience with you.
At this time, virtual attendance will not be available. PACT Convenings are intentionally designed to be highly interactive and immersive, which does not lend itself well to a hybrid format.
However, we will host a Virtual Statewide Gathering later in the year as an alternative opportunity to connect and engage across the network.
Our dress code is casual, with a professional touch. Feel free to dress comfortably, aim for a look that makes you feel confident and ready to connect.
This is a relaxed space — just bring your best, most authentic self in something you feel great in!
Safety for all participants is of our utmost concern. Event planners will be carefully monitoring any CDC health guidance and will ensure that the event is in compliance with any federal, state and local guidelines.
