About PACT Convenings
Preventing & Addressing Child Trafficking Annual Convenings offer a once-a-year opportunity for Child Welfare Trafficking Response Programs across California and their multidisciplinary partners to come together for in-person learning, collaboration, and action.
Past attendees have included local leaders from child welfare, probation, law enforcement, public health, community-based organizations, education and other community-serving agencies — all working toward stronger, more coordinated approaches to prevention and service coordination for young people at risk-of or experiencing commercial exploitation.
Over three dynamic days, we will shape a collective path forward to prevent and respond to child trafficking. Join us as we renew our shared purpose, deepen meaningful partnerships, build practical skills, and engage in transformative learning.

PACT’s network of Child Welfare agencies, partners and lived experts is dedicated to collaboration – we have a vision to transform California’s response to child trafficking through a multi-disciplinary & trauma informed lens, guided by lived expertise.
Our platform facilitates coordination across California’s local child trafficking response programs and acts as a peer forum for resource sharing and training among members, to improve services to youth at risk of or experiencing trafficking.
PACT Convenings began as a small gathering of Child Welfare Trafficking Response Program Coordinators from the ten original pilot counties participating in PACT’s Collaborative Network across California.
Over time, the network expanded significantly — now reaching 48 of California’s 58 counties. As participation and impact grew, the annual in-person gathering evolved from a one-day meeting into a three-day conference bringing together child welfare agencies and their multidisciplinary partners.
Today, attendees represent a broad cross-section of systems and community partners, including child welfare, probation, community-based organizations, public health, education, and other youth-serving agencies.
This convening is not designed as a basic awareness training. Instead, it is an opportunity for deeper connection, strategic networking, and cross-sector relationship-building among professionals committed to preventing and responding to child trafficking. Participants engage in substantive learning, peer exchange, and collaborative problem-solving that strengthens coordinated responses across systems.
We have also welcomed attendees from other states who have joined to learn from California’s model and bring key insights back to their own communities.We encourage you to attend — and to invite key partners who should be part of this important and impactful learning experience.
We aim to keep our costs low to ensure participation across the network.
Early Bird Registration is $350 per person ends on July 30th. (actual costs range from $650-800)
General Registration fee is $395 per person (from July 31, 2026 - to Sept. 7, 2026).

Registration fees include:
- Light Breakfast, Lunch and a Networking Reception on Tuesday Evening
- Breakfast and Lunch on Wednesday
- Breakfast on Thursday

Cancellation Policy:
Registration fees will be refunded in full if cancellation is made before September 7, 2026. No refund will be available for cancellations made after September 7, 2026.
Refunds for payments made by credit card will be issued within 3-5 business days after the request is received. Any refund for payments made by check, will be issued by check after the event has concluded.
Travel & Other Costs
Attendees are responsible for coordinating their own travel and booking lodging. CDSS has confirmed that counties may bill expenses as an approved SB 855 allocation cost. Group rates for lodging at the Sacramento Marriott - Rancho Cordova are available.
On-site self-parking is at no-cost for registered conference attendees.
Registration will open at 8:00 AM on September 22nd. Opening remarks will begin at 9:30AM.
An optional PACT Networking Reception will take place on September 22nd 5:00pm - 6:00pm with lawn games and appetizers provided and a no-host bar available.
We will close with a morning plenary on September 24th to end by 12:00pm.

Registration fees should not limit county child welfare trafficking response programs from sending at minimum one representative to the event. If this is the case, the PACT County Point of Contact (typically the Child Trafficking Response or CSEC Coordinator) can submit a Convening Registration Fee - Scholarship Application HERE
*Message About Costs: We are committed to keeping registration costs as low as possible to ensure broad participation across the network. To help address current budget constraints, a significant portion of PACT’s contract funding has been allocated to offset registration fees and make attendance more accessible. In addition, there will be a limited number of scholarships are available on a first come first serve basis.

PACT Convenings are a chance to pause from our day-to-day marathon and reconnect with colleagues from across California. We invite you to be fully present—bringing your passion, knowledge, and expertise to help fuel a time of creative exchange and visioning.
There are also many ways to engage beyond attending! If you’re interested in helping as a greeter, table or discussion leader, breakout facilitator—or have other ideas—let us know. We’d love to co-create this experience with you.
At this time, virtual attendance will not be available. PACT Convenings are intentionally designed to be highly interactive and immersive, which does not lend itself well to a hybrid format.
However, we will host a Virtual Statewide Gathering later in the year as an alternative opportunity to connect and engage across the network.
Our dress code is casual, with a professional touch. Feel free to dress comfortably, aim for a look that makes you feel confident and ready to connect.
This is a relaxed space — just bring your best, most authentic self in something you feel great in!
Safety for all participants is of our utmost concern. Event planners will be carefully monitoring any CDC health guidance and will ensure that the event is in compliance with any federal, state and local guidelines.
